Unexpected workspaces roles returned when logged as ddifferent users

  1. On top of the initial admin user create two users: admin and contributor.
  2. Log is as the initial first admin. Observe the roles returned by users?limit=20&resourceType=workspace
  3. Log in as the 2nd admin. Observe the roles returned by the same endpoint.

In both cases the displayed roles are different. Completely. I cannot figure out what is the scheme here.

Update: It may be related to the permissions the logged in user has. See the screenshot below. I am logged in as a workspace contributor. All the users allegedly have only permissions to my workspace.
