[BUG] smart intersection - Node red fails to start without intel connection

Bug Description

When the user tries to start the demo without an internet connection, the Node red fails to start and as a result Graphana doesnt get data

System Setup

as per the requirements in the repo

Reproducible Steps

1. install the RI
2. shutdown the system
3. remove the network
4. start system
5. start the RI
